Zechariah 10:1-2  “…The LORD will make flashing clouds; He will give them showers of rain…idols speak delusion; The diviners envision lies, And tell false dreams; They comfort in vain…”
God is the one who gives, not idols or other false gods.  Yes, He has set some things in motion that come on regular schedules, but He is still the one who does it.  He still wants us to communicate with Him about it.

3  “My anger is kindled against the shepherds, And I will punish the goatherds…”
Those who were in position of civil and religious leadership had not fulfilled their duties.  They had allowed the people to follow idols in the past and now apparently they were not being obedient, but only interested in following religious rules.  Bible teacher once said that Jesus came to save us from two things; sin and religion.  We need to be cleansed from our sin and have a closer, personal relationship with Him.

4  “From him comes the cornerstone…from him…from him…”
Gotten used to the translation capitalizing the pronouns which refer to God in any form.  This section appears to refer to Him, but the pronouns aren’t capitalized.  I think the idea is that God has said He will make something of Israel, the house of Judah.  Therefore, He will do things through them.  From him, Israel, by means of God, will be done these things He mentions.  Things listed comprise all that’s needed to hold things together, the cornerstone, tent peg, bow, and rulers.  God will provide what is needed through His people.

6  “…I will bring them back, Because I have mercy on them.  They shall be as though I had not cast them aside…”
God will restore.  Could be referring to the present as well as the future when He brings them back after the Roman dispersion.

7-10  “…Until no more room is found for them”
Sounds like the return of 1948 AD.  Jews had been in so many other countries, and still are.  But many more are coming to Israel every day, and they’re having trouble building places for them to live.  Trying to spread out, but the world’s hatred of them is causing problems.  World doesn’t want them to expand, build more housing.  Even the terms they use are biased.  To build on your own land is just construction, but the world calls them settlements as though Israel were building on others’ land, not their own.  World would freak out if they realized how much land the Israelites actually own by God’s decree.  Would contain much of what is now Saudi Arabia, Lebanon, Syria, Egypt, and Iraq as well as what is counted as Israel.  One day they will occupy all of their land.

11-12  Nothing will be able to keep God from bringing His people back to the land.  He will bring them back, and they shall be in perfect safety with Him.  Definitely prophecies of the end, the Millennial Reign.  Will be awesome to see.

I hope you enjoy reading and studying His word.  May it accomplish what He desires.  Please feel free to comment or post questions.  Thanks for reading!
