Verses 1-5 are a description of the tabernacle with its places of worship and the Holiest of All, where the presence of God would be, with the Ark and the cherubim.  The writer is setting the stage to make his point.

9  “It was symbolic for the present time…”
The priests would perform their duties in the worship area, but only the high priest could enter the Holiest of All once a year.  And he had to take a blood sacrifice with him to atone for the sins of the people as well as himself.  But he had to do this every year, because the first tabernacle was only a symbol of the real, and the blood of bulls and goats can only cover sin, it could never take it away.  The real Holiest of All had not been made manifest.  There was not yet a perfect sacrifice which could take away sins.

11-12  “But Christ came as High Priest of the good things to come, with the greater and more perfect tabernacle not made with hands, that is, not of this creation…with His own blood He entered the Most Holy Place once for all…”
Jesus entered the real Holiest of All, the throne of God, and made atonement for all by offering Himself as the perfect sacrifice.  Because of Him, there is no longer any need for further sacrifices.  And all who trust in Him and what He did can be cleansed forever from their sin.

17  “…a testament is in force after men are dead…”
Like a will.  A will states what shall be after the testator dies.  Once he dies, what is contained in the will or testament goes into effect.  Jesus is the testator of the new covenant which stated that all who would believe in Him and His payment for our sins by the shedding of His blood would be saved.  Then He died, and the testament became active.

22  “…without shedding of blood there is no remission”
Reason for a sacrifice.  Sin always requires payment of a life, the shedding of blood.  The wages or results of sin is death.

26  “…once at the end of the ages, He has appeared to put away sin by the sacrifice of Himself”
Can’t say this often enough.  Christ died once for all.  All men and all sin.  He never has to be sacrificed again.  In any shape, form, or fashion.  The sin debt is paid forever.

28  “…To those who eagerly wait for Him He will appear a second time, apart from sin, for salvation.”
When Christ returns, He won’t be coming to deal with sin again.  He will be coming to receive us to Himself, and sin and death will be gone forever.
